This is a strange syllogism built on PETA's avowed policy on euthanasia
and stance on animal rights

1)PETA says animals should be treated the same as humans
2)In conditions where animals in shelters are overpopulated, PETA
recommends euthanasia as the most merciful solution
3)It is well-known that several cities and countries in the world also
suffer from overpopulation

Therefore, what do you think would PETA recommend if it were true to
its logic?

Never mind, I'm sorry I asked. Just had to get it off my chest.

Under certain conditions, it may be. The question is: what is in
the best interests of the animals themselves? Is their
suffering (mental and physical) so great, death would be their
preference in the situation, assuming they cannot escape from it?

That we consider the best interests of the individuals involved,
and their preferences. In some cases, that preference may be
for a voluntary end to the person's suffering.

The crucial difference here is that humans can express a preference.
Whether cats and dogs (or other animals for that matter) express it or
not, our understanding of this expression is at best anecdotal.
