The kitten is very young and is not yet litter-trained. Think of him/her as
a 2yo child. Please have patience, she WILL learn, but it takes time.

Remedy for getting rid of cat urine. - I had one of the rooms that the cat was going into and urinating in so I fill a bucket with boiling hot water and added some disinfectant and some vinegar then just mopped all over the carpet. Smell GONE!
