The best step your father can take in breeding her is to do the following
(1) read some books on breeding so that he understands
(a) the risks to her life and health, and what he must do to best
protect her
(b) the risks to the lives and health of her puppies and what he
must do to protect them.

Here are a some of good books:
"Canine Reproduction: A Breeder's Guide" by Phyllis Holst, DVM.
"Dogs and How to Breed Them" by Hilary Hamar
"Genetics for Dog Breeders" by Malcolm Willis
"Control of Canine Genetic Disease" by George Padgett

These books can't teach him everything he needs to know, but they can
help him save his dog's life, and the lives of any puppies. The majority
of dogs come from one time breeders. The majority of breeders don't know
how to avoid genetic problems, thus a high rate of genetic problems in
dogs. The majority of breeders don't know how to place for permanence,
thus 63% of dogs are given up before the age of 2.

So the second thing he needs to do is to acquire a source of good
information on genetics, health and placement for his breed. The most
common way to achieve that is by joining the local breed club. Joining
on-line discussion groups will help with that as well.

Why does he want to breed her? Breeding, especially a toy dog, is
something that takes a lot of effort to do well. I have no doubt
that his dog is wonderful, and I certainly understand the impulse,
but I highly recommend he do a lot of research before moving forward.

He needs to know that breeding her is a significant risk to her, so he
needs to know how to assess that risk and decide if its worth it before
going forward. Obviously *someone* has to breed if there are going to be
more, but knowing what to look for can make all the difference.
