Has anyone here ever had to report dog abuse? if so, where do you draw
the line between abuse/neglect that should be reported and those that
shouldn't? And who do you report it too. I know of a 2 year old dog
that I think would benefit from a new house. He is a very obedient
(taught this by getting shocked with a shock collar and the occasion
kick and slap). He loves interactions but it crated 23 hours a day in
the winter (its too small also). In the summer, he's tied outside 24
hours a day. He doesn't always get fed, doesn't have enough access to
water either. He is very good with people and children, very very
loyal too. The owners don't really want him, just the idea of him.
The kids love him though they don't get to show it often due to him
being tied or crated lots. The owner is very resistant to getting rid
of him, and threatened to never speak to me again if I ever did
something about it (such as call the spca or something like that).
Normally this kind of threat wouldn't bother me but it is a relative
and I'd hate to break the bonds with the kids. We are very close. I
considered trying to drive me somewhere and drop him off or something
like that but I know that isn't the best idea. Plus, if it ever came
back to me, I'd be in trouble and they would probably demand I pay the
$800 back that he cost and now they lost. The two owners are not dog
people at all and they don't treat him well. I wish someone else would
report them and save me from doing it but that will probably never
happen. What can I do to help this dog? Thanks for any help.

The dog and owners live with me so I have witnesses ALL of this. I
help the dog when I can (I give him food, water, treats, play and
love). They will be moving out in a little and I am worried about what
happens after that. As for taking the dog myself, unfortunately I am
allergic to dogs and having him around full time is not the best
option. Plus, the owners really don't see a problem with the way they
treat him (he's just a dog they say) so the would never agree to that.
Thanks for the advice though, it helps. I will have to document things
and research laws in my area.

Get off your behind and call animal control he doesn't need to know it was
you. I'm sure they won't give your name even if he asked them..

are responsible for what goes on under your roof, and you need to make that
clear to these folks that are staying with you. You wouldn't tolerate
illegal drug use in your home that could get you arrested, so why are you
tolerating animal abuse? Turn the animal in to a shelter and turn your
relatives out of the house.
