hey is it normal for a budgie to look like its got pins in its head after a
first moult?

mine looks odd.

Those are new feathers, called pin feathers. They carry the blood
supply that feeds the feathers. Eventually the new feather emerges and
the hard protective covering (something like a shoe lace's plastic tip)
comes off.
