I have placed bettas with white clouds and tetras successfully.
Sometimes the betta will not tolerate these fish, but from my
experience this has been the minority of the time. I would not
recommend betta with fancy guppies, larger tetras such as skirt tetra,
and many gouramis (but others have done so).
But this is kind of a grey question in which you will get a lot of
different right answers, as bettas often have very unique personalities
(which is part of their popularity).

Just be carefull and watch your fish behavior.

Male fighters tend to only attack fish which they consider to be a threat to
their masculinity, ie anything with fancy tail fins, or anything small
enough to be considered food.

Avoid guppies, paradise fish, anything with pretty fins.

We have a male in our non-aggressive community - swordtails, gouramis,
danios, pl*co, loach, and a couple of mollies - and he's just fine.

We had a tetra in there - until the frog ate him - and the fighter wasn't in
the least bit interested in him.

We tried putting him in the livebearer tank for a bit, but he went apeshit
and chased all the smaller fish around so we put him back in the community
tank.
