Yo JWH,
the bird was banded so obviously belonged to someone, which is why it
is so unafraid of you. And there might be some other similarity between
you and the person that raised it.
If it were me, I'd go faster and grab it, and read the band to see if
there is a way to contact the owner. Usually, bands are seamless, and
the numbers and letters can usually determine the organization or club
the owner belongs to. For instance, my birds are Birmingham Rollers,
and I am a member of the NBRC. (National Birmingham Roller Club.) So a
band would say NBRC-06-0911. The 06 stands for the year the bird was
born, and the number is an identifying number.
Usually, if the bird is just banded with a snap-on or open band, the
person that banded it acquired it from someone else, or caught it, and
put the band on for his own I.D. Also, kids catch wild pigeons and
might put an I.D. band on the bird.
But if it is a seamless band, it will usually have enough info on it to
maybe find the organization online by doing a google search..
If the bird was hand-raised, you might put the back of your hand out,
about the height of the birds chest, and he might step up on your hand.
You might also try some broken up pieces of spanish peanuts in your
hand. Most pigeons love them.
