All my non-wild-caught parrots have rings with a year on them. Simply 02 or
something somewhere in the code, seperated from the rest of it, which
identifies the breeder, and a serial number.

Not all rings indicate a breeder (huckers ignorance shows again). Rings can
simply have ring size which is a letter, a number eg 1-10 and date 06. The
ring will have as an example 1.M.06. The ring can also be different colours
depending where you buy them from. British Bird Council rings are brown, IOA
rings are silver. Both these suppliers are government approved UK. You can
buy rings from other suppliers and have what you want on them within reason.
