That may be counter-productive. Since you've already
mentioned crate training, let's run with it.
Crate training is not just about where and when he should poo
and pee - it's about giving him time and space to grow
comfortable in his new home. A well trained dog is one whose
owner has recognised small opportunities.
To your situation: confining him in a small room is teaching
him nothing. At the other end of the scale, leaving him alone
and free in a large house is also teaching him nothing.

I have no experience with pee pads, other than ignoring them
when daycare dogs show up with them. They don't work well in
group situations.

That's too long for an 8 week old dog. You must come home at
lunch or find someone who can. It's not just peeing and
pooing, it's interaction - especially at a time when he's used
to a lot of company.

Night time is the best time to leave a new dog free in the
house, IMO. I'm a light sleeper, though.
I'd suggest going to bed earlier and getting up earlier so
that your new dog can get some exercise and interaction before
you head out.

Feed him at specific times. Take away his food if he leaves
it alone for a while; while most puppies are pretty good at
self-regulating food, this'll help you anticipate when he
needs to poo. Since he's a small breed puppy, he needs plenty
of small meals, so give him lots of opportunities to eat.
Never take away water.
