Too much disolved organic materials.

do you use a water conditioner? I used to put in too much and had
foam. Now I put in closer to the right amount, and I don't have faom.

It's protein skim due to too much un-dissolved organic waste. Reconsider
the amount of food you put in your tank, increase surface agitation, and
keep up with your weekly water changes.

Un-dissolved organics actually. Proteins are broken down into their amino
acids when they dissolve. What you see as foam is a oil/water suspension,
which is why it floats mostly on the surface and will adhere to nitrogen
bubbles.

Oh... one other thing it could possibly be is a bubble nest, that is if
you're keeping bettas, gouramis, or any other of the labyrinth fishes.
Bubble nests tend to look a more like highly organized and localized clean
bubble groupings than plain old nasty foam though.
