If a pair of female budgies make a bond, can I introduce males with hopes of
breeding?

Firstly make sure your birds are both female as this can be difficult to tell
with some varieties. Put up a nestbox add a male and see what happens.

Budgerigars won't generally breed unless they are in a flock.

Introducing a male won't hurt though; it should be pretty straightforward.
