Hello. Get a glass of steaming water.
Hold the pigeon over the glass so the
steam will hit her vent. Don't hold her
so close as to burn her. Hold her there
for five to ten minutes. Then put her back
in her nest. Remove the cock bird so
he won't be bothering her. This doesn't
work every time, but does work about
90% of the time. I hope this helps.

I put my cape doves (sparrow size) in a warm hospital cage. They usually lay
a soft egg in a few hours.
If a dove is on the ground unable to fly, and feels "floppy" to handle, it's
serious. A pigeon is a much bigger bird, but it is still not wise to leave
her too long.
