Does my cat have a Urinary Tract Infection?

My cat pees in different places around the house and it seems like he doesn't pee in the liter box. I have two cats so I'm not sure if he uses it at all or not. He poops in it but doesn't pee. He used to just pee in the bathtub but has changed his spot to different areas of the house since my sister started putting her clothes in there. I am asking this because my dad is threatening to get rid of him. He's around 10 years old and he is neutered. I've posted in different places and mostly all of them have suggested that he might have a urinary tract infection. So can anyone out there help me out?
