Texas Mayor Resigns Amid Pet Dog Scandal

ALICE, Texas (AP) -- A small-town mayor accused of secretly keeping her
neighbors' dog after telling them the pet died has resigned, and a judge is
set to decide custody of the Shih Tzu.

Grace Saenz-Lopez apologized Friday to Alice residents and said she believed
her actions were in the dog's best interest.

"I am sorry for the division that the events of these last few weeks have
caused," Saenz-Lopez wrote in her resignation letter. "It was never my
intention to bring any negative exposure to our city."

A custody hearing Monday is expected to decide who gets Puddles, who
Saenz-Lopez renamed "Panchito" after taking the dog last summer.

A neighboring family accuses Saenz-Lopez of refusing to return the dog after
leaving it in her care while they went on vacation. A day after her
neighbors
left, Saenz-Lopez called to tell them Puddles had died.

Three months later, a relative of the neighbors saw the pet at a dog
groomer.
When Saenz-Lopez refused to return the dog, the family filed a criminal
complaint and a civil lawsuit against her.

Homero Canales, who represents Saenz-Lopez, has said his client believed the
dog would die if returned to her neighbors.

Saenz-Lopez, the city's mayor since 2003, was indicted Jan. 18 on two felony
counts of tampering with evidence and concealing evidence.

Those charges came after Saenz-Lopez filed a police report claiming the dog
was missing. The dog was later spotted at the home of Saenz-Lopez's twin
sister, in Ben Bolt, about 10 miles from Alice.

City commissioners voted unanimously last week for a resolution urging
Saenz-Lopez to resign. Mayor Pro-Tem Juan Rodriguez will take over mayoral
duties.

Alice is about 45 miles west of Corpus Christi.

I almost stole a dog once. A tiny little thing, maybe half-sheltie, tied to
a trailer in a driveway in bethel alaska with no shelter. I didn't see food
or water either but i was only there for one day. My friend who lived next
door often fed and watered the pup. She was a darling little dog.

I didn't steal her in the end. i chickened out thinking that its such a
small town it would be easy to identify the lady who checked the little dog
in on the plane on teh way out but had no dog on the way in. i tried to buy
her instead but the family claimed they weren't ready to give her up. They
actally loved her but she refused to be house trained. I'd have called
animal control but there isn't any. The police would have laughed in my
face - she lived as well as many of the dogs in bethel.

About a month later i heard she had died, run over by the family truck
because her tether had gotten tangled and she couldn't move out of the way.

She was a pretty nice dog. I wish that I could have stolen her.

Because unlike other "property" dogs have a minimum legal standard of care
by which they are allowed to be kept.
unfortunately, not every locality enforces that minimum legal standard of
care.
Probably the answer to put pressure on law enforcement to do so, but still,
I'm not sure that stealing neglected and abused animals is the worst crime
in the world. Not as bad as abusing and neglecting animals, IMO.

To the extent that you repeat the same damned argument over

I appreciated the article. I don't always get to all the animal news
I am interested in. I wonder if the dog was mistreated or simply
coveted by the Mayor. I think if it was abuse I could have done better
than the Mayor in explaining myself. The mayor simply said she thought
it was in the dog's best interest?

I'm pretty sure that stealing neglected and abused animals is not the
worst crime in the world; however, the fact that a something isn't the
worst thing that can be done hardly makes it the right thing to do. I
was unable to find a description of the neglect and abuse to which
this dog was subjected in its original home. What exactly were they
doing or not doing that you think justified their neighbor stealing
the dog?

I would have thought that a mayor would know someone over in animal
control, or the humane officer, or whoever handles neglect/abuse
complaints in that city. And that as a public servant, elected
official, etc., she'd want to see people prosecuted for animal
neglect/abuse severe enough to warrant stealing the animal.

I don't have a clue if this dog was severely abused or negelcted - I
thought the article was interesting because it was a MAYOR. I'd think
though that the mayor could get some action out of local law enforcement if
the owners were outside of the law?
