One of my tiels' water bottles has developed a slightly green tinge to
it. Simply washing it out with soap and water doesn't seem to remove
the gunk. Can anyone give me a good method of sterilizing it so that
it looks clear again?

Javex bleach works for human coffee flasks, kettles and vaccum bottles
quite well. hard on any rubber seals though but since this is a
cockatiel group I doubt you have seals in your house too.

Rinse well.

Actually, if it were me - I'd just go out and buy another water bottle.
I do find that Q-tips work well on getting gunk out of things.
