Does anyone know of a source for information about problems with Humane
Societies. I live in Dallas, TX and one of the volunteeres for this Society
does not appear to be taking very good care of the animals she is adopting.
If there is any place that people report of discuss this type of information
could someone let me know.

What is "not very good care"? Most animal cruelty laws only state that
companion animals must have food, water, access to shelter, and access to
veterinary treatment and be kept in a "clean" environment, which usually
falls under Health Department regulations rather than Animal Control.
(Livestock such as cows and chickens are sadly not covered under most animal
cruelty laws.) Are the animals under this person's care being denied any of
these necessities? If not, then what you may be talking about is a quality
of life issue, which can be subject to personal judgement, and not law.
Have you approached the President of this group with your concerns? What
about the Adoption Chair, who would presumably have to approve adoptions
before they were final? If this is an issue of the quantity of animals this
person has and is attempting to care for, then be aware that many
municipalities restrict the number of companion animals a person is legally
allowed to own or foster within the city limits. If this person improperly
exceeds the number of allotted animals, but they are in good condition, then
the police *may* turn a blind eye to this. Again, it's a matter of
judgement. And, laws are different in each state, county, and city. The
Humane Society in your location will generally know which laws are
applicable to which situation.
Generally, a phone call to the Humane Society to ask to speak to the Cruelty
Investigator on a confidential matter will get your concerns a hearing. You
are NOT going to be able to anonymously register accusations and have this
person investigated. You will have to provide your name, phone number, and
some information as to how you obtained the knowledge that cruelty exists.
If you feel the Humane Society is compromised in it's investigation by it's
ties to the individual, then you can always approach law enforcement with
your concerns. But, then you will definately not be able to complain and
have everything magically resolved without any further involvement. Your
testimony may be required in court in order to obtain a search warrant for
the officers to legally enter the premesis to ascertain if any illegal
activities are occurring. Doing the right thing isn't always easy. But, if
animal cruelty does exist, it IS always the right thing to do to expose it. >> Stay informed about: Problems with rescue group |

I don't know much about the Humane Society in the Dallas area, but I DO
know that the Texas SPCA has a very good abuse investigator office....
But you'd best have your ducks in a row when you contact them; just the
facts.
I would, however, start with the Humane Society management, as already
suggested.
