The shelters in my area charge about $100 per dog. It covers their
spaying/neutering, micro-chipping, and any necessary shots or other
vet care.

The question was $100 for *what*?
Naturally, since all such dogs are spayed/neutered that does cut down
on the breeding just a mite!
