4 Y/O Maltese?

Hi all, my wife, last week rescued a 4 Y/O Maltese. She was kept in a cage
and just bred. She's not house broken or fixed and is a little skittish. I
bought training pads but that's just hit and miss, (thank god we don't have
wall to wall carpeting.) When on the leash outside, she doesn't seem to
know what to do, understandably so. She's still getting used to the
sights/sounds/smells of the outdoors.

Any tips or advise?
