Try setting out some cage dishes with
(1) water
(2) a parrot seed mix
(3) a parrot pellet mix
and (4) some pieces of fruit
to see, first, what the bird is interested in.
Obviously, the bird has found _some_ source of nourishment for itself
already but may miss some others enough to partake of your banquet.
Once the bird shows an interest in one or more of your offerings, remove
the others and continue setting its favorite(s) [and some water] out for
it.
After a week or two, place the dishes in an open cage and watch to see if
the bird is willing to go in after them. If so, you'll be able to simply
close the door.
If cold/inclement weather hits, cover the top and the upwind side of the
cage, leaving the front and the other two sides uncovered. (It's a good
idea to make the back of the cage the upwind side.
