Idle Tank - Ok to put fish back in or should I start it al..

I moved and cannot put up the permanent tank right away. The tank has just about
one inch of water in it so it can be moved, etc...

because the filter has not been running and the water is basically
stagnant, should I start from scratch with new gravel, filters, etc
or just fill it and let it cycle thru a bit. just not sure if all the
stuff in the gravel and filter will be a problem when I reintroduce
the fish to their tank.

ideas?

Never normally a point of keeping water if you move (unless the PH has a
difference)
Depending on how long (and it sounds like at least a few days) your filters
bio-load
has probably died, so you may as well start afresh - probably best to replace
the filters
or at least wash them thoroughly - just my opinion and not necessarily the only
one
or the best one, but what I would do.

Cycle, clean with gravel vacuum, rinse filter (not with raw tapwater)
change water a few times, maybe re-seed bacteria, and should be fine.
Make sure no decaying sulfur smell from filter or gravel.
