Hi,
I have a budgie (4 years old) who add a diarrhea for two weeks. Now it
seems to be gone. However, is vent feathers are soiled and dry. I
suspect that because of that he sometimes has dry poop on his vent
feathers.
I tried to wipe those feathers with a lukewarm water, but to no avail.

Any suggestions ?

Hello, why don't you run a small amount of warm water in the sink and
let the bird soak in it for a few minutes. You might want to put a
small toy for him to play with in the water. Just use enough water to
get his vent area wet and this should loosen any dryed poop from the
feathers and then just wipe it away.
