Potting soil?! Mr. Clean?! Ugh! It could be either or both of
those. Fish and shrimp are very sensitive to chemicals - no telling
what was in that potting soil. Also no telling if traces of Mr. Clean
remained in the tank even if you rinsed it several times.
I'd start from scratch if I were you. Never, never, never use
cleaning solutions on any of your equipment. You can use plain bleach
to kill germs and lots and lots of water. Use declorinator and lots
of rinsing to get rid of bleach after cleaning.
The only fertilizers you should use are those labelled specifically
for aquarium use (ie laterite, flourite, etc). There are some very
experienced aquarists that have used soil in their tanks, but it's
nothing for a beginner to try to tackle.
Another note - the filter "seeded" from your neighbor's tank was
probably no good after sitting for a week with no fish in the tank.
The bacteria would have died off from starvation by then.
