Chihuahuas and cold weather

I have a short-haired chi. He did not live with me for his 1st year.
I've had him almost 2 years. My problem is, he was never properly
house trained. I still have problems with "accidents" especially
during the very cold weather when the dog will not even venture out of
the house.

He's a sweet animal and I love him to death, but wonder if it's too
late to box train him. Any suggestions?

Do you go outside with him? I've some Chihuahuas (one hairless)
which are here for daycare some days. Even during the -30
weather, they'll go out with me, pee, and then come in.
