Not exactly, because Goo is a good bit older even though he acts
like a child, and thinks like one. I believe he's a classic example of
someone who may have been somewhat intelligent in his teens, but
that worked against him. Somewhere along the way--obviously in
his very young years--it seems that Goo decided he knew it all and
that everyone else is an idiot, and as a result Goo himself has not
progressed beyond that point. Goober has believed ignorant
absurdities for so long that by now he is clueless as to how clueless
he is. We see that quite amusingly Clueless Goo often can't even
explain things to himself, yet still appears to remain confident that
his absurd beliefs are correct in spite of the fact. Goo is extremely
shallow by nature resulting in a stupid individual because he makes
no effort to overcome it, and the end result is a both stupid and
ignorant individual who believes he's a genius, which earned him
the ignoble title of Goobernicus.
